The majority of homes are sold with the same locks the former owner left on the door?  While the home is being sold, there is usually a key box around the door knob which a real estate agent removes before showing prospective buyer the residence.  Once the sale is final however, and the key box is removed, nothing at all prevents the former owner from using an old key to enter your new home.... nothing, except a locksmith.
